The Office of the Special Prosecutor (OSP) has declared former Finance Minister Kenneth Nana Yaw Ofori-Atta a fugitive for failing to appear for questioning on multiple corruption-related investigations. Ofori-Atta, who served from 2017 to 2024, is under scrutiny for his involvement in several high-profile financial transactions.
Investigations Underway:
GRA–SML Contract: Ofori-Atta is accused of authorizing over ₵1 billion in payments to Strategic Mobilization Ghana Limited (SML) in 2019 without the approval of the Public Procurement Authority (PPA).
National Cathedral Project: He released ₵142.7 million for the project in 2020, with allegations of mismanagement by the Board of Trustees.
ECG–BXC Contract Termination: Ofori-Atta’s role in the abrupt termination of this electricity distribution contract is under review.
Ambulance Procurement: The OSP investigates potential irregularities in procuring 307 ambulances for the National Ambulance Service.
GRA Tax Refund Account: Transactions from the tax refund account are being scrutinized for financial misconduct.
Failure to Comply with Summons:
Ofori-Atta left Ghana on January 2, 2025, citing medical treatment abroad. Despite a January 24 notification from the OSP, his legal team only responded on January 31, claiming indefinite absence for health reasons. The OSP rejected the explanation and set a February 10 deadline for a return date. A subsequent medical letter from his lawyers was deemed insufficient by the Special Prosecutor, who stated it did not prove incapacitation.
OSP’s Stand:
Special Prosecutor Kissi Agyebeng declared, “Mr. Ofori-Atta’s refusal to return indicates an intent to evade accountability. He must return voluntarily or face enforced repatriation.”
The OSP has committed to pursuing all legal measures to ensure Ofori-Atta’s return, marking a critical development in Ghana’s ongoing fight against corruption and state resource mismanagement.
